On 7 March, the Presidential Decree № 156/2025 “On the Establishment of a Military Administration” established the Novopavlivka Rural Military Administration in Synelnyky district of Dnipropetrovsk oblast.
On 7 March, the Cabinet of Ministers of Ukraine (the CMU) adopted Resolution № 284 “Certain Issues of Providing Subventions from the State Budget to Local Budgets for the Implementation of a Public Investment Project to Provide Housing for Family-type Children's Homes, Orphans and Children Deprived of Parental Care”. In accordance with this Resolution:
- ‘The Procedure and Conditions for Providing Subventions from the State Budget to Local Budgets in 2025 for the Implementation of a Public Investment Project for Providing Housing for Family-type Children's Homes, Orphans and Children Deprived of Parental Care’ was approved;
- This Subvention was distributed among all regional budgets of Ukraine in the total amount of over UAH 800 million.
On 7 March, the CMU adopted Resolution № 282 “On Amendments to the Rules for Crossing the State Border by Citizens of Ukraine”. The Resolution defines the list of documents required to be presented by persons referred to in paragraphs 3-5 of part three of Article 23 of the Law of Ukraine “On Mobilisation Preparation and Mobilisation” to cross the state border of Ukraine under the state of emergency or martial law.
On 7 March, the CMU adopted Resolution № 269 “On Amendments to the Procedure and Conditions for Providing Subventions from the State Budget to Local Budgets for the Implementation of Projects under the Ukraine Recovery Programme”. This Resolution amended the above-mentioned “Procedure and Conditions” and provided for the distribution of the above subvention in 2025 among the budgets of certain municipalities of Ukraine in the total amount of UAH 5 billion.
On 7 March, the CMU adopted Resolution № 263 “On Certain Issues of Defining the Procedure for Entering Information on a Person's Place of Residence in the Zone of Unconditional (Mandatory) Resettlement or the Zone of Guaranteed Voluntary Resettlement for Receiving the Appropriate Supplemental Payments”. In accordance with the amendments, in 2025 the supplemental payment for residing in contaminated territories is set at UAH 2,361 as a separate supplement to the pension to which a person is entitled by law.
On 7 March, the CMU adopted Resolution № 261 “On Amendments to the Procedure for Submitting Applications for Compensation for Losses, Damage or Destructions Caused by the Aggression of the Russian Federation against Ukraine to the Register of Damages Caused by the Aggression of the Russian Federation against Ukraine using the Unified State Web Portal of Electronic Services”. This Resolution significantly amended the above Procedure.
On 7 March, the CMU adopted Resolution № 260 “On Amendments to the Procedure and Conditions for Payment of a One-time Financial Allowance in Case of Death or Disability of a Volunteer as a Result of Wounding (Contusion, Trauma or Mutilation) Sustained While Providing Volunteer Assistance in the Area of Anti-Terrorist Operation, Implementation of Measures to Ensure National Security and Defence, Repulsion and Deterrence of the Armed Aggression of the Russian Federation in Donetsk and Luhansk Regions, Implementation of Measures Necessary to Ensure the Defence of Ukraine, Protection of Civilians and Civilian Property”. This Resolution significantly amended the above-mentioned “Procedure and Conditions”, which will now be applied in accordance with the requirements of the Law of Ukraine “On Administrative Procedure”.
On 7 March, the CMU adopted Resolution № 257 “On Approval of the Procedure for Establishing a Supplement for English Language Proficiency for Certain Categories of Persons”. The approved Procedure applies, inter alia, to local government officials (except for elected positions) whose main duties include international cooperation functions, provided that the appointing authority determines the requirement for such persons to be proficient in English. For English language proficiency, such persons are entitled to a 10% salary supplement, if they have documents certifying their English language proficiency, including internationally recognised certificates, the list of which is established by the Cabinet of Ministers of Ukraine.
This Resolution shall enter into force on the date of termination or cancellation of martial law in Ukraine and will remain in force for four years.
On 7 March, the CMU adopted Resolution № 253 “On Approval of the Procedure and Conditions for Providing Subventions from the State Budget to Local Budgets in 2025 for the Implementation of a Public Investment Project for Payment of Monetary Compensation for Housing for Certain Categories of Persons Who Defended the Independence, Sovereignty and Territorial Integrity of Ukraine and Their Family Members”. This Resolution approved the above-mentioned “Procedure and Conditions”. It amended the “Procedure for Payment of Monetary Compensation for Housing for Certain Categories of Persons Who Defended the Independence, Sovereignty and Territorial Integrity of Ukraine and Members of Their Families” approved by the CMU Resolution No. 719 “Issues of Providing Housing for Certain Categories of Persons Who Defended the Independence, Sovereignty and Territorial Integrity of Ukraine and Members of Their Families” dated 19 October 2016.
On 7 March, the CMU adopted Resolution № 252 “Certain Issues of Payment of Monetary Compensation to Persons Who Defended the Independence, Sovereignty and Territorial Integrity of Ukraine for Renting (Leasing) Residential Premises”. This Resolution:
- approved the “Procedure for Payment of Monetary Compensation to Persons Who Defended the Independence, Sovereignty and Territorial Integrity of Ukraine for Renting (Leasing) Residential Premises”;
- amended the “Procedure and Conditions for Providing Subventions from the State Budget to Local Budgets in 2025 to Support the Activities of Specialists in Supporting War Veterans and Demobilised Persons and Certain Measures to Support Persons Who Defended the Independence, Sovereignty and Territorial Integrity of Ukraine”, approved by CMU Resolution No. 779 of 5 July 2024.
On 7 March, the CMU adopted Resolution № 248 “On the Distribution of the Subvention from the State Budget to Local Budgets for Improving the Quality of Hot Meals for Primary School Students of General Secondary Education Institutions under the Special Fund in 2025”. According to this Resolution, the Subvention was distributed among the local budgets of Ukrainian municipalities in the total amount of almost UAH 75 million.
On 4 March, the CMU adopted Resolution № 244 “On Amendments to the Rules for Crossing the State Border by Citizens of Ukraine”. This Resolution defines, inter alia, the procedure for crossing the state border by male citizens of Ukraine to carry out activities in the field of culture who are in employment relations with cultural institutions or educational institutions in the field of culture belonging to the communal property of the respective municipality.
On 4 March, the CMU adopted Resolution № 241 “On Approval of the Procedure and Conditions for Providing in 2025 the Remains of the Educational Subvention from the State Budget to Local Budgets (under the Special Fund of the State Budget) for the Purchase of Equipment, Creation and Modernisation (Reconstruction and Overhaul) of Canteens (Catering Units) of General Secondary Education Institutions”. In accordance with this Resolution:
- the Procedure and Conditions for Providing in 2025 the Remains of the Educational Subvention from the State Budget to Local Budgets (under the Special Fund of the State Budget) for the Purchase of Equipment, Creation and Modernisation (Reconstruction and Capital Repairs) of Canteens (Catering Units) of General Secondary Education Institutions was approved;
- the distribution of the balances of the above subvention in 2025 in the total amount of more than UAH 256 million among the budgets of individual municipalities of Ukraine.
On 4 March, the CMU issued Resolution № 183-r “On Approval of the Strategy for the Development of the Civil Protection Facilities Fund for the Period of up to 2034 and Approval of the Operational Action Plan for its Implementation”. The purpose of the Strategy is to create a protected environment for the civilian population by creating a network of objects of the Civil Defence Facilities Fund to protect lives and minimise civilian casualties in the event of the enemy's use of modern weapons, which creates conditions for further economic and social development of the state. Local self-government bodies must ensure:
- implementation of the operational plan within the limits and at the expense of local budgets for the respective year and other sources not prohibited by law;
- submission of information on the status of implementation of the operational plan to the Ministry of Internal Affairs of Ukraine by 1 March annually.
On 4 March, the Ministry of Education and Science of Ukraine (the MESU) issued an explanation in which it emphasises that additional payments to teachers for working in unfavourable working conditions are mandatory. State budget funds for this purpose are distributed among municipalities and transferred to their accounts by the Treasury by the 10th day of each month.
On 6 March, the Ministry of Communities and Territories Development of Ukraine (the Ministry of Development of Ukraine) submitted for public discussion the draft Action Plan for 2025-2027 for the implementation of the State Strategy for Regional Development for 2021-2027. This document defines specific actions, projects and measures to be taken to achieve the strategic and operational goals of the State Regional Development Strategy for 2021-2027, including clear deadlines, responsible units and organisations, necessary resources, and performance indicators to monitor and evaluate progress. The purpose of the document is to ensure the adaptation and development of Ukraine's oblasts and municipalities under martial law, restore, preserve and develop the country's economic potential, and ensure a safe environment with a high social standard of living.

On 4 March, the Ministry of Development of Ukraine submitted for public discussion its draft order “On Amendments to the Rules for Determining the Standards for Providing Household Waste Management Services” developed under the requirements of the Law of Ukraine No. 2320-IX “On Waste Management” dated 20 June 2022 to bring the terminology used in sectoral regulations in line with the requirements of this Law.

On 3 March, the MESU submitted for public discussion a draft order “On Amendments to Certain Regulatory Acts of the Ministry of Education and Science of Ukraine”. The draft act proposes to amend the following:
- “Regulation on the Centre, House, Club of Ecological and Naturalistic Creativity of Student Youth, Station of Young Naturalists”, approved by the Order of the Ministry of Education and Science of Ukraine No. 292 dated 10.05.2002;
- “Regulations on the centre, house, club, bureau of tourism, local history, sports and excursions of pupils, tourism and local history creativity of pupils, station of young tourists”, approved by the Order of the Ministry of Education and Science of Ukraine of 19.12. 2002, No. 730, in the part of the cancellation of the need to approve the charters of private centres, houses, clubs of ecological and naturalistic creativity of pupils, stations of young naturalists, clubs, bureaus of tourism, local history, sports and excursions of pupils, tourist and local history creativity of pupils, stations of young tourists with the relevant executive authority.

On 12 March, the Verkhovna Rada of Ukraine adopted Resolution № 4301-IX "On the Establishment of the Temporary Investigation Commission of the Verkhovna Rada of Ukraine to Investigate Possible Violations of Ukrainian Legislation in the Fields of Culture, Protection of Cultural Heritage, Tourism, Physical Culture and Sports".
On 28 March, the Cabinet of Ministers of Ukraine (CMU) adopted Resolution № 357 "On Approval of the Procedure for Registration of Agreements on International Territorial Cooperation". By this Resolution:
- approved the Procedure for Registration of Agreements on International Territorial Cooperation;
- amended the "Regulation on Data Sets to be Disclosed in the Form of Open Data", approved by the CMU Resolution No. 835 dated 21 October 2015.
An agreement on international territorial cooperation, the draft of which has been agreed with the Ministry of Communities and Territories Development of Ukraine, is subject to registration in accordance with the Law of Ukraine "On International Territorial Cooperation of Ukraine". The subjects of international territorial cooperation may be local self-government bodies of Ukraine and/or their associations that interact with the relevant local self-government bodies and/or their associations of foreign states within their competence, in accordance with the agreement on international territorial cooperation.
On 28 March, the CMU adopted Resolution № 347 "On Amendments to Resolution of the Cabinet of Ministers of Ukraine No. 1484 dated 24 December 2024". This Resolution introduced peculiarities of state registration of encumbrances on movable property pledged as collateral under agricultural notes until the introduction of electronic information interaction between the State Register of Encumbrances on Movable Property and the Register of Agricultural Notes.
On 25 March, the CMU adopted Resolution No. 335 "On Amendments to the Procedures Approved by the Resolutions of the Cabinet of Ministers of Ukraine No. 866 dated 24 September 2008 and No. 546 dated 1 June 2023". This Resolution amended the following acts of the Government:
- "The Procedure for the Conduct of Activities Related to the Protection of Children's Rights by Guardianship and Trusteeship Authorities", approved by the Resolution of the CMU № 866 of 24 September 2008 "Issues of Activities of Guardianship and Trusteeship Authorities Related to the Protection of Children's Rights";
- "The Procedure for the Temporary Relocation (Evacuation) of Children and Persons Residing or Enrolled in Institutions of Various Types, Forms of Ownership and Subordination for Round-the-Clock Stay and Their Return to the Place of Permanent Residence (Stay), and in Case of Travelling Outside Ukraine - to Ukraine", approved by the Resolution of the CMU № 546 of 1 June 2023 "On the Temporary Relocation (Evacuation) of Children and Persons Residing or Enrolled in Institutions of Various Types, Forms of Ownership and Subordination for Round-the-Clock Stay and Their Return".
These changes were introduced to determine the level of satisfaction of the child's basic needs and safety, the availability of educational, medical, rehabilitation, social and other services for the child, and the child's readiness for reintegration into the family or further placement.
On 21 March, the CMU adopted Resolution № 322 "On Amendments to the Resolutions of the Cabinet of Ministers of 3 November 2010 No. 996 “On Ensuring Public Participation in the Formation and Implementation of State Policy” and No. 61 “Issues of Conducting Anti-Discrimination Expertise and Public Anti-Discrimination Expertise of Draft Legal Acts”. This Resolution amended the "Procedure for Conducting Anti-Discrimination Expertise and Public Anti-Discrimination Expertise of Draft Legal Acts’ by regional and district state administrations.
On 21 March, the CMU adopted Resolution № 321 "Some issues of redistribution and targeted use of humanitarian aid". This Resolution amended the following acts of the Government:
- "The Procedure for approving the redistribution of humanitarian aid between recipients of humanitarian aid - legal entities";
- "The Procedure for Returning Humanitarian Aid Goods (Items) to the Donor in Case of Impossibility of Their Use for the Purpose Intended".
On 18 March, the CMU adopted Resolution № 315 "On Amendments to the Resolutions of the Cabinet of Ministers of Ukraine No. 120 dated 16 February 2022 and No. 419 dated 28 April 2023". This Resolution amended the following acts of the Government:
- "The Procedure and Conditions for Providing Subventions from the State Budget to Local Budgets for the Implementation of a Public Investment Project for the Purchase of Equipment, Creation and Modernisation (Reconstruction and Overhaul) of Canteens (Catering Units) of Educational Institutions, including Military (Naval, Military Sports) Lyceums, Lyceums with Enhanced Military and Physical Training", approved by Resolution of the Cabinet of Ministers of Ukraine No. 120 dated 16 February 2022;
- "The Procedure and Conditions for Providing Subventions from the State Budget to Local Budgets for the Implementation of a Public Investment Project for the Arrangement of Safe Conditions in General Secondary Education Institutions (Arrangement of Shelters), in Particular Military (Naval, Military Sports) Lyceums, Lyceums with Enhanced Military and Physical Training", approved by Resolution of the Cabinet of Ministers of Ukraine No. 419 of 28 April 2023.
On 18 March, the CMU adopted Resolution № 312 "Some Issues of Providing Subventions from the State Budget to Local Budgets for Implementation of Public Investment Projects in the Healthcare Sector". This Resolution approved the "Procedure and Conditions for Providing Subventions from the State Budget to Local Budgets for the Implementation of Public Investment Projects in the Healthcare Sector" and distributed this subvention among regional budgets in the total amount of over UAH 1.6 billion.
On 18 March, the CMU adopted Resolution № 311 "On Amendments to the Procedure for Monitoring and Assessment of the Degree of Barrier-Free Physical Environment and Services for Persons with Disabilities". This Resolution sets out the new version of the Procedure for Monitoring and Assessment of the Degree of Barrier-Free Physical Environment and Services for Persons with Disabilities.
The entities responsible for monitoring and assessing the degree of barrier-free access include structural units for urban planning and architecture of executive bodies of city councils of cities of regional significance, district councils in cities, executive bodies of villages, settlements, and town councils of municipalities.
On 18 March, the CMU adopted Resolution № 303 "On Amendments to Certain Resolutions of the Cabinet of Ministers of Ukraine on Calculation of Average Monthly Family Income for All Types of State Social Assistance". This Resolution amended the following Governmental acts:
- "The Procedure for Providing Monthly Financial Allowance to a Person Living with a Person with a Disability of Group I or II as a Result of a Mental Disorder, Who, According to the Conclusion of the Medical Commission of a Health Care Institution, Needs Permanent Outside Care, for the Care of Such Person", approved by Resolution of the CMU No. 1192 dated 2 August 2000 "On Providing Monthly Financial Allowance to a Person Living with a Person with a Disability of Group I or II as a Result of a Mental Disorder, Who, According to the Conclusion of the Medical Commission of a Health Care Institution, Needs Permanent Outside Care, for the Care of Such Person".
- "The Procedure for Appointment and Payment of State Assistance to Families with Children", approved by the CMU on 27 December 2001, No. 1751;
- "The Procedure for Appointment and Payment of State Social Assistance to Low-Income Families", approved by the Cabinet of Ministers of Ukraine on 24 February 2003, No. 250;
- "The Procedure for Granting and Paying Temporary State Assistance to Children Whose Parents Avoid Paying Child Support, Are Unable to Support the Child or Their Place of Residence is Unknown", approved by CMU Resolution No. 189 of 22 February 2006;
- "The Procedure for Calculating the Average Monthly Total Family (Household) Income for All Types of State Social Assistance", approved by the CMU Resolution No. 632 "Some Issues of State Social Assistance Payment" of 22 July 2020.
On 18 March, the CMU adopted Resolution № 290 "On Approval of the Procedure and Conditions for Providing Educational Subventions from the State Budget to Local Budgets (under the Special Fund of the State Budget) in 2025 in Terms of Creating Modern Educational Space". This Resolution approved the above Procedure and Conditions.
On 14 March, the CMU adopted Resolution № 288 "On Amendments to Resolution of the Cabinet of Ministers of Ukraine No. 314 dated 18 March 2022". This Resolution:
- amended Resolution of the CMU № 314 dated 18 March 2022 "Certain Issues of Ensuring the Conduct of Economic Activity under Martial Law";
- determined that declarations submitted by business entities on the conduct of economic activity for the placement of outdoor advertising are valid for three months from the date of entry into force of this Resolution.
On 21 March, the CMU issued Resolution № 246-r "On Approval of the Action Plan for the Implementation of the National Strategy for Promoting the Development of Civil Society in Ukraine for 2021-2026". Local governments are recommended to ensure the implementation of the Action plan within their powers.
On 14 March, the CMU issued Resolution № 221-r "On the Distribution of Subventions from the State Budget to Local Budgets for the Implementation of a Public Investment Project for the Arrangement of Safe Conditions in Secondary Education Institutions (Construction of Shelters), in Particular Military (Naval, Military Sports) Lyceums, and Lyceums with Enhanced Military and Physical Training, in 2025". This order allocated over UAH 3.8 billion to the local budgets of certain municipalities of Ukraine.
On 31 March, the Ministry of Communities and Territories Development of Ukraine published its draft order "On Approval of the Procedure for Developing Schemes for Optimising Centralised Water Supply Systems and the Procedure for Developing Schemes for Optimising Centralised Wastewater Systems".
The adoption of the draft act will ensure the regulation of relations regarding the development of water supply and wastewater treatment systems optimisation schemes, taking into account the actual technical and financial condition of drinking water supply and wastewater treatment companies, their use of innovative approaches, a thorough technical and investment analysis of measures, energy efficiency and environmental safety, and the promotion of renewable energy sources.

On 24 March, the Ministry of Communities and Territories Development of Ukraine published its draft order "On Amendments to Clause 10 of Section II of the Procedure for Developing Technological Regulations by Centralised Water Supply and Centralised Wastewater Treatment Companies".
The amendments are driven by the desire to introduce optimal approaches to the timing of the development and approval of technological regulations for enterprises providing centralised water supply and sewerage services.
