Cooperating with Europe: how Bobrovytsia municipality is breathing new life into Katerynych Palace

When the municipality of Bobrovytsia first heard about the EU’s Interreg Europe programme, it seemed like something distant and unattainable. However, the training provided by U-LEAD with Europe changed that perception. The municipality decided that, rather than standing on the sidelines, they should try putting forward their own idea for an international partnership. This marked the beginning of Bobrovytsia municipality’s collaboration with European partners on the restoration of Katerynych family palace, an architectural landmark dating back to the late 19th century.

U-LEAD introduces LEADER: the European approach that opens up new opportunities for rural development

LEADER is transforming the approach to regional development by focusing on municipality-led initiatives. Its philosophy is simple: solutions are found where people live and work. It is not just a question of resources, but of municipalities’ ability to set their own priorities and put them into practice. For this reason, this approach is increasingly being seen as one of the key factors in the development of rural areas in Ukraine.

Kolochava: a highland municipality implementing European standards

“For our residents, the municipality’s European course means bringing the EU way of life closer to home,” says Vasyl Khudynets, the Head of Kolochava municipality. Zakarpattia Oblast is a region where many young people have first-hand knowledge of Europe, rather than learning about it from textbooks. Kolochava is no exception. Knowing how life works there sparks a simple question: Why isn’t it the same here?

Our priorities
REFORM
REFORM

We provide policy and legal advice to key actors on national, regional and local levels as they strive to ensure a strong role of local self-government in the current context of war and reconstruction. We undertake important activities to strengthen transparency and integrity in the system of multi-level governance. Our work contributes to finishing the unfinished business of decentralisation reform and supports Ukraine’s readiness for EU membership.

Recovery
Recovery

We use our nationwide outreach and the holistic thematic coverage to help Ukrainian municipalities adapt to the context of war and recovery. We provide training, consultation and many other forms of capacity building to all Ukrainian municipalities. Our approach to capacity development strikes the balance between being tailor-made and standardized: It is tailor-made because our regional offices present in all regions of the country provide individualized advice and are in touch with all municipalities on a constant basis. It is standardized because our trainings are based on comprehensive and constantly updated thematic support packages providing the most essential skills needed to recover from the Russian war.

Reconstruction
Reconstruction

We support municipalities in the planning, coordination and implementation of reconstruction activities to promptly respond to the urgent needs of their residents, provide high-quality basic municipal services and foster recovery of local economies. Our work is geared towards enhancing municipalities’ capacities to develop high-quality proposals for reconstruction projects ready to receive financing from national and international sources. While our work covers all sectors of reconstruction, two key activities put the spotlight on the sectors of digitalisation and education. We facilitate cooperation between the EU and Ukrainian municipalities to lever international support for local reconstruction.
