The Regional Office of U-LEAD with Europe in the Kherson Oblast, together with the Finance Department of the Kherson Regional Military Administration, hosted a partner info session for municipalities in the region. The event was a response to requests from municipalities that need support in the budget planning process under martial law.
At the session, municipal officials were able to receive answers to their budgeting-related questions and advice on forming the budget for 2025.
Volodymyr Beryslavskyi, Deputy Director — Head of the Expenditure Unit of the Finance Department of the Kherson Regional Military Administration, highlighted key aspects of the budgeting process. He explained the legal framework, explored in detail inter-budgetary transfers, shared recommendations on financing local fire departments and modular towns for internally displaced persons and spoke about the implementation of medium-term budget planning mechanisms.
As was said by Ivanna Kuz, Adviser on Municipal Finance and Management at the Regional Office of U-LEAD, in addition to strengthening municipalities, partner info sessions contribute not only to the professional growth of their teams: “We see municipalities developing a new approach to budget management based on analysis, strategic thinking and effective communication between different levels of government.”
According to the adviser, the participants were able to discuss complex issues in a direct dialogue format with experts to find optimal solutions and support their municipalities.
