U-LEAD Training Programme on Medium-Term Budget Planning in Municipalities. Registration is Open.
Since 1 January 2025, the medium-term budget planning at the local level has been back! Wondering how to effectively prepare the local budget forecast?
Join the Training Programme "Steps for specialists: Introduction of the medium-term budget planning in municipalities" (the Training Programme)!
What is it?
This is an opportunity to dive deep into the practicalities of shaping budget policy for a three-year period, enhancing professional skills in planning and forecasting budget revenues and expenditures necessary for implementing the strategic goals in a municipality.
Benefits for the participants
As part of the Training Programme, the participants will:
- learn about the role and significance of medium-term budget planning;
- understand the fundamentals of the interconnection between strategic planning and budget planning, as well as the organizational and legal foundations of forming a local budget forecast;
- navigate the responsibilities of the budgeting process participants at the stage of forming a local budget forecast;
- develop skills for calculating forecast indicators for personal income tax, single tax, land tax, real estate tax, and other types of budget revenues;
- learn to forecast expenditures considering a gender-sensitive approach;
- get acquainted with the basics of public investment management as a tool for achieving strategic municipality development goals;
- establish contacts and collaborate with colleagues from various oblasts of Ukraine.
When?
Six weeks, starting on 6 May 2025. All activities will be conducted online and are free of charge for participants.
Who can participate?
A total of 100 participants will be selected for the Training Programme "Introduction of the medium-term budget planning in municipalities," with one representative per municipality with a population of up to 50,000 people. Municipalities located in temporarily occupied territories or areas of active hostilities are not eligible (according to Section 22-9 of the Final Provisions of the Budget Code of Ukraine, forecasting in such areas may not be conducted).
Priority in selection will be given to participants who have successfully completed the mini-course "Development of Local Target Programmes" on the U-LEARN platform - https://t.ly/ULEARN_LocalTargetedPrograms
Participants can include representatives of local financial bodies and chief managers of local budget funds who are involved in the implementation of medium-term budget planning and have the technical capabilities (microphone, camera) to join online events.
Upon successful completion of the training, participants will receive certificates.
How to register?
To participate in the selection process, you need to fill out the attached application form and send it to the email address: regops.u-lead@giz.de by 18:00 on 15 April 2025. The email subject should be formatted as "Budget Forecast_Municipality Name_Oblast" in MS Excel format.
