What is it?
It is a comprehensive training program intended to help local self-government officials acquire the necessary knowledge of legal requirements regarding the legality of local self-government activities, as well as the functioning and transformation of the system of state oversight and control.
Benefits for the participants
As part of the Training Programme the Participants will:
- analyze the activities of their local self-government bodies and identify organizational weaknesses that need to be addressed to ensure the legality of their operations;
- learn approaches to developing an action plan to address the shortcomings identified through self-assessment;
- improve the quality of drafting documents, taking into account legal requirements regarding rulemaking, the application of administrative procedures, and openness and transparency in the activities of local self-government bodies;
- understand the limits of the powers of supervisory and control bodies in order to strengthen their position when interacting with them;
When?
30 April – 26 May 2026. All sessions will be held online twice a week (2–3 hours per day) and are free of charge for participants.
Who can participate?
Local self-government officials—representatives of municipalities with a population of up to 50,000 (one representative per municipality) — with at least one year of experience in local self-government, specifically: deputy village, town, and city mayors, secretaries of village, town, and city councils, administrative managers (secretaries) of executive committees, heads and specialists of local self-government legal departments:
- who are highly motivated, willing, and proactive in analyzing local self-government activities for compliance with legislation and in developing and implementing an action plan to ensure the legality of local government activities;
- who have the technical capabilities (microphone, camera) to join online events (required).
