What is it?
This is an opportunity to launch a strategy for the rational use of municipal land resources, establish effective interaction with lessees and discover the advantages a municipality can use to attract investors and develop entrepreneurship in the municipality.
Benefits for the participants:
As part of the Training Programme the Participants will
- learn more about leasing communal land as an effective tool of land management;
- understand the procedures for leasing communal land;
- develop skills in preparing documents for land auctions and concluding lease agreements;
- master the skill of interracting with counterparties under land lease agreements;
- develop skills in drafting documents for renewing and renegotiating land lease agreements;
- understand the algorithms for monitoring the performance of land lease agreements and ways to restore violated rights of the lessor;
- learn about methods of protecting the rights of the lessor and monitoring lease relations;
- establish contacts and cooperation with colleagues from different regions of Ukraine.
When?
Six weeks, starting from 10 June 2025. All activities will be conducted online and are free of charge for participants.
Who can participate?
75 participants have been selected, one representative from each municipality with a population of up to 50,000 people, which are not located in the temporarily occupied territories and are not in the territories of active hostilities, and their local governments are not relocated.
Preference will be given to participants who have successfully completed the mini-course ‘Natural Resource Management’ on the U-LEARN platform - https://ulearn.org.ua → sign up → section → Online courses → choose the online course “Natural Resource Management in the Municipality”.
Local government officials, in particular heads of land departments and land surveyors, or other officials responsible for managing land issues in the municipality and having the technical capabilities (microphone, camera) to join online events, are invited to participate.
Upon successful completion of the training, participants will receive certificates.

To participate in the selection process, you need to fill out the attached application form and send it to the email address: regops.u-lead@giz.de by 18:00 on May 14, 2025. The email subject should be formatted as "Land_Leasing_Municipality Name_Region" in MS Excel format.
