Join U-LEAD with Europe Training Programme “Steps for Specialists. Administrative Procedure”.
What is it?
This is a comprehensive training programme aimed to help LSG officials acquire the necessary knowledge to apply the provisions of the Law of Ukraine “On Administrative Procedure” and other legislative acts on administrative procedures in the practical activities of LSG. The programme is a balanced combination of theoretical and practical contents.
Benefits for the participants:
As part of the Training Programme the Participants will
- gain and deepen their knowledge of legislation and court practice on consideration and resolution of administrative cases and adoption of administrative acts in LSG;
- become familiar with the measures necessary for the proper implementation of legislation on administrative procedure in the activities of local self-government bodies;
- develop and improve the skills needed to apply the administrative procedure in their activities, resolve conflicts that may arise between the Law of Ukraine “On Administrative Procedure” and special legislation, and ensure the possibility of administrative appeal to LSG.
When?
Starting on 03 March 2026 through 14 April 2026.
All events will be held online twice a week (2-3 hours a day) and are free for participants.
Who can join the Training Programme?
Local self-government officials - representatives of municipalities with a population of up to 50,000 (one representative per municipality), with more than one year of professional experience in local self-government bodies, namely:
- secretaries of local councils; deputy heads of village, settlement and city councils; administrators of executive committees of village, settlement and city councils; heads of legal units of local self-government bodies; heads of Administrative Service Centres (ASCs); heads of other executive bodies of local councils and military administrations of settlements, whose responsibilities include the preparation and consideration of administrative cases, the adoption of administrative acts, as well as the coordination of these processes within local self-government bodies;
- who have a basic level of knowledge of the Law of Ukraine “On Administrative Procedure”;
- who have not previously participated in a similar U-LEAD Training Programme “Steps for Specialists. Administrative Procedure” in 2024 or 2025;
- who demonstrate high motivation, readiness and initiative in implementing, within the activities of local self-government bodies, the procedures for the consideration of administrative cases and the adoption of administrative acts as provided for by the Law on Administrative Procedure;
- who have the necessary technical capacity (microphone and camera) to participate in online events (mandatory).
