To the attention of municipalities – save the date and join a six-week Training Programme “Steps for Specialists. Delivery of social services in a municipality” created by U-LEAD with Europe. Registration is open till 20 August 2025.
How to organize the activities of a municipality in the field of social services delivery? How to implement a client-oriented approach to social services delivery? How to ensure compliance with social service delivery standards? How to establish interagency cooperation in the provision of social services in a minicipality?
These and many other questions will be addressed in the U-LEAD with Europe Training Programme "Steps for Specialists. Delivery of social services in a municipality" (the Training Programme)!
What is it?
This is a comprehensive training programme aimed at enhancing professional competencies and developing skills in utilizing tools for organizing and providing social services within a municipality. It focuses on establishing systematic operations for local self-government bodies to deliver high-quality social services, based on a client-oriented approach.

As part of the Training Programme the Participants will
- Learn about the basic principles of organizing and ensuring municipality activities in the field of social protection and social service provision.
- Become familiar with the specifics of a client-oriented approach as a fundamental principle in the social service delivery system.
- Explore models of organizational structures for executive bodies of village, settlement, and city councils regarding social protection, and analyze the powers of social service providers in municipality.
- Understand the role of alternative providers in the social service delivery system and the peculiarities of interacting with them.
- Get familiar with the tasks, entities, and legal norms related to identifying the social service needs of municipality residents.
- Identify tools for providing social services in municipality.
- Learn about the specifics of forming a system of indicators and evaluating the quality of social services.
- Understand the intricacies of a comprehensive approach to social service provision and ensuring inter-agency cooperation.
- Learn anti-crisis communication techniques, methods of conflict prevention and resolution.
- Work through practical cases based on real-life work situations.
- Learn about the experiences of other municipalities where social service initiatives have been successfully implemented.
- Establish contacts and foster cooperation with colleagues from other oblasts of Ukraine.
Who can participate in the Training Programe?
Municipality:
- up to 50 thousand people;
- not located in the temporarily occupied territory or in the area of active hostilities
- is ready to introduce certain social services for vulnerable groups in the community in 2026;
- has a team of 2 motivated representatives, namely: the head or specialist of the structural unit of the local council in the field of social protection (IV-VI categories) and the director or deputy director of the Center for Social Services / Territorial Center for Social Services / MNE;
- can provide its team with technical capabilities for active participation in the program activities (camera, microphone, Internet).
45 teams from municipalities will be selected (2 representatives from each municipality)
When?
Starting on 16 September 2025. The program will last 6 weeks.
How to participate?
To participate in the selection, you are invited to fill out the Application.
The application must be accompanied by a letter signed by the head of the community, confirming
- interest in this programme;
- willingness of 2 declared municipality representatives to participate in the training programme;
- readiness to implement a separate social service/s for vulnerable groups in the municipality in 2026;
- guarantees of participation of selected municipality representatives in the training programme activities.
The completed application in MS Excel format and the attached letter should be sent to the following email address: regops.u-lead@giz.de by 18:00 on 20 August 2025, indicating in the subject line: “Steps_Social Services_Municipality Name_Oblast” in MS Excel format.
