U-LEAD offers:

A 5-week intensive programme covering all legitimate instruments of transferring property into municipal ownership;
4 seminars with the opportunity to ask experts questions during the event or on the forum;
3 training sessions with case-studies on municipal property management and documents execution;
1 ECTS credit and a certificate for participants who successfully complete the programme.

Who can participate?

Representatives of municipalities with a population of up to 50,000 people, which are not temporarily occupied;
Officials of local self-government bodies whose scope of authority includes municipal property management, who did not participate in the training programme "Steps for Specialists: Transferring Property into Municipal Ownership" in 2024.

Murovani Kurylivtsi Settlement Council launches privatisation of municipal property with U-LEAD’s support

For the municipality of Murovani Kurylivtsi in Vinnytsia Oblast, 2025 was a turning point in the management of municipal property. Having never privatised property before, the municipality was able to go through the entire process from scratch — from registering property rights to a successful auction. The result was the first property sold and over UAH 300,000 in revenue for the local budget.

From November 2024, the MEP will become a mandatory municipal document. U-LEAD offers support and expert guidance to municipalities selected in an open competition to develop this Plan. Municipalities will begin the development in June and present their MEPs at the national level in October.
