In 2025 medium-term budget planning at the municipal level was restored. Do you want to learn how to establish a connection between strategic and budget documents and ensure the interaction of participants in the budget process when preparing a forecast? Do you want to realistically forecast local budget revenues and expenditures, taking into account a gender-oriented approach? Do you want to develop a local budget forecast in a systematic connection with the public investments management?
We invite you to join the Training Programme “Implementation of medium-term budget planning in municipalities” and, together with the team of U-LEAD experts, understand all the intricacies of preparing local budget forecasts.
What is it?
This is an opportunity to expand the horizon for forming budget policy for three years, improve professional skills in planning and forecasting budget revenues and expenditures necessary for the implementation of the strategic goals of the municipality.
Benefits for the participants
As part of the Training Programme the Participants will
- learn about the role and importance of medium-term budget planning
- understand the basics of the relationship between strategic and budget planning and the organizational and legal principles of forming a local budget forecast
- be guided by the powers of participants in the budget process at the stage of forming a local budget forecast
- develop skills in calculating forecast indicators of budget revenues
- learn to forecast expenditures taking into account a gender approach
- get acquainted with the basics of public investment management as a tool for establishing a connection between strategic and budget planning
When?
Six weeks, starting from 07 May 2026. All events will be held online and are free of charge for participants.
Who can participate?
A total of 96 participants will be selected, 1 representative from each municipality with a population of up to 50 thousand people who are not in the temporarily occupied territory.
Participants may be representatives of local financial authorities and main managers of local budgets who participate in the implementation of medium-term budget planning and have the technical capabilities to join online events.
