What is it about?
This is an opportunity to master modern approaches to developing the Charter of the Municipality, deepen your knowledge, and develop skills for organizing the process of drafting the Charter of the Municipality and its subsequent approval by local self-government bodies.

As part of the Training Programme the Participants will
- gain a systematic understanding of the content, structure, and legal significance of the Charter of a Municipality;
- enhance the professional competence of officials in drafting the provisions of the Charter, considering the specifics of local self-government and existing practices of resident participation in local decision-making;
- establish a foundation for municipality participation in local decision-making to ensure the municipality democratic governance;
- plan key stages for implementing municipality participation, established in the Charter, to facilitate their practical application;
- establish contacts and cooperation with colleagues from different oblasts of Ukraine.
Upon successful completion of the Training, the participants will receive certificates.
When?
Six weeks, starting from 13 May 2025. The Training will be held online and is free for participants.
At the end of the Training Programme, active participants will have the opportunity to attend a 2-day offline training, learn how to interact with residents, and involve them in local decision-making.
Who can join the Training Programme?
100 selected local self-government officials (a deputy head, a municipality secretary, an executive committee manager, an official responsible for legal work (lawyer)) - representatives of municipalities with a population of up to 50,000 people (one representative per municipality). Applicants must not be located in temporarily occupied territories, areas of active hostilities, or territories where a military administration has not been established. They must also have the technical capability (microphone, camera) to join online events.
How to register?
To participate in the selection process, applicants must complete the attached application form, and send it to regops.u-lead@giz.de by 6:00 PM on 16 April 2025, specifying "Charter of the Municipality_Municipality Name_Oblast" in the subject line of the email. The application must be in MS Excel format.
