Feeling confused navigating through the maze of the budgeting process? Finding it hard to understand a bulk of legal regulations? Spending long hours on developing budget requests, amending the budget, implementing the budget and exercising efficient control over the budget?
In you feel you need to bring a system to manage the budget process, join the Training Programme "Steps for Specialists. Budget regulations"! (the Training Programme).
What is this?
This is an opportunity to understand the structure and content of the budget regulations, to clearly establish the rules for the interaction of all participants of the budget process, considering the specifics of the needs of a particular municipality.
Benefits for the participants:
As part of the Training Programme the Participants will:
- learn about the role and purpose of budget regulations as one of the tools of control and a guide to the implementation of the strategic goals of the municipality;
- educate themselves about the powers of participants of the budget process at every stage of budgeting;
- develop skills in the design of the text part of the budget regulations and annexes to the document;
- master the ability to determine the local features of the budget process, considering the gender approach;
- understand the benefits of actively involving municipality residents in the budget process;
- establish contacts and network with colleagues from different oblasts of Ukraine
When?
Four weeks, starting 8 July 2025. All events will be held online and are free of charge for participants.
Who can participate?
75 participants, 1 representative from a municipality with a population of up to 50 thousand people who are not in the temporarily occupied territory and are not in the territories of active hostilities.
Representatives of local financial authorities who have the technical capabilities (microphone, camera) to join online events are invited to participate.
Based on the results of successful training, participants will receive certificates.

To participate in the selection, it is necessary to fill out the application attached and send it to the e-mail address: regops.u-lead@giz.de until 18:00 on 18 June 2025, in the subject line of the message indicating "Budget_regulations_ Name of the municipality _Region" in MS Excel format.
