How is the national critical infrastructure protection system structured, and what role is assigned to local governments? What is it about?
The Training Programme is an opportunity to boost competences in the field of critical infrastructure resilience, in particular, in critical infrastructure risk management, including thorough identification of potential military, technogenic, natural and cyber threats; determination of the necessary system of preventive and reactive actions; development of specialised local programmes to ensure the resilience of municipalities in providing vital services to the population during crises.
Benefits for the participants
As part of the Training Programme, the participants will:
- get acquainted with the requirements of the current legislation relating to the distribution of authorities in the field of critical infrastructure resilience, legal and organizational principles of functioning of the system of critical infrastructure resilience in the community;
- understand the peculiarities of approaches to ensuring the resilience of critical infrastructure in the community and intersectoral cooperation for the functioning of critical infrastructure facilities;
- acquire skills to identify circumstances that negatively affect the resilience of critical infrastructure and learn to make managerial decisions to eliminate or minimize their impact;
- acquire skills in assessing and categorizing critical infrastructure facilities, identifying risks, analyzing their probability and impact to develop programmes to increase the resilience of territorial communities;
- master the tools for monitoring the security situation in a municipality, analyzing security threats to critical infrastructure facilities and preparing resilience programmes and related documents.
Participants will receive certificates based on the results of the successfully completed training.
When?
Six weeks, every Tuesday and Thursday, starting on 8 April 2025. The Training Programme will be held online and is free for participants
Who can join the Training Programme?
75 participants will be selected to participate in the Training Programme (1 representative from each municipality, local government officials responsible for civil protection of population); representatives of municipalities with a population of up to 50 thousand people; that are not located in the temporarily occupied territory or the territory of active hostilities; that have technical capabilities (a microphone and a camera) to join online events.

To participate in the selection, please fill out the attached application form and a letter of interest signed by the head of the municipality that guarantees the participation of the selected municipality in the Training Programme. Send them to the email address: regops.u-lead@giz.de until 18:00 on 18 March 2025, indicating in the subject line "Resilience of critical infrastructure in municipalities _Municipality_Oblast" in MS Excel format.
