This programme will be especially useful if:
- you are responsible for communications in a village, settlement, or city council;
- your daily tasks include informing the public about municipal activities, preparing texts and speeches, creating photo and video content, managing comments and social media, and organizing public events;
- you aim to establish effective communication and engagement with residents through official channels;
- you want to be fully prepared for communication challenges.
What is it?
This is a training programme designed to develop the competencies of municipal communication professionals. It provides a comprehensive understanding of communication as a tool for governance, accountability, trust-building, and supporting decision-making.
The programme combining theoretical approaches with practical tools for everyday work.
During the program, you will learn:
- how to balance target audiences, communication channels, and key messages for effective interaction and feedback;
- how to address communication challenges and develop action plans to prevent reputational damage and panic;
- how to foster inclusive dialogue within the municipality, engaging all residents;
- how transparent and timely communication impacts the municipality’s image and strengthens relationships with residents and stakeholders.
You will also enhance your skills in content creation (text and visual), receive practical tools and templates for effective work, explore modern trends and creative approaches in communications, and learn about the use of AI tools in communication.
When?
The program will run for 4 weeks starting on 19 May 2026, in an online format. Participants who successfully complete the program will receive a certificate.
Who can apply?
A total of 96 participants will be selected — one representative per municipality.
Eligible applicants include: municipal officials responsible for communications, information activities, media relations, public coverage of council activities, and organization of communication events; representatives of military administrations and relocated municipalities.
The programme is intended for communication professionals from municipalities with a population of up to 50,000 residents who did not participate in the training programme “Steps for Specialists. Communications in LSG” in 2024 or 2025, did not participate in the experience-sharing network “Developing a Communication Plan for Change in the Municipality” in 2023.

Applications are accepted from 07 April to 16 April 2026 (inclusive).
Results will be announced on 05 May 2026.
