What are the features of a capable educational network of a municipality? What are the mechanisms for developing a capable educational network? What are the steps of local self-government bodies to design a capable educational network? How to apply digital tools in the process of designing a capable educational network? How to create a barrier-free and safe environment for educational process participants in the municipality?
These and many more questions will be addressed during the new training initiative by U-LEAD with Europe "Steps for specialists. Designing a Capable Educational Network in Municipalities" (the Training Programme)!
What is this?
This is an opportunity to increase the level of professional competencies in designing of a capable educational network in order to strengthen the capacity of municipalities in providing educational services, ensuring equal opportunities and access to quality education for all children, regardless of their place of residence, including children with special educational needs, which, in turn, will allow local governments to adapt to changes in the demographic situation and technological innovations.

As part of the Training Programme the Participants will
- learn about the key characteristics of a capable educational network of a municipality;
- get acquainted with the mechanisms for designing a capable educational network;
- master digital tools in the process of designing a capable educational network;
- understand the peculiarities of involving the public and other stakeholders in designing a barrier-free and safe environment for participants in the educational process in the municipality;
- get acquainted with the experience of other municipalities, where initiatives to form a capable educational network have been successfully implemented;
- establish contacts and establish cooperation with colleagues from different oblasts of Ukraine
Upon successful completion of the Training, the participants will receive certificates.
When?
Six weeks, starting on 15 May 2025. All events will be held online and are free for participants.
Who can participate?
75 local government officials (heads/heads/deputy heads/heads or specialists of the educational management body) will be selected to participate in the Training Programme – 1 representative from a municipality with a population of up to 50 thousand people who are not in the temporarily occupied territory and the territory of active hostilities, have the technical capabilities (microphone, camera) to join online events.

To participate in the selection, you must fill out the application attached and send it to the e-mail address: regops.u-lead@giz.de until 18:00 22 April 2025, in the subject line of the message, indicating "Educational network_ Name of the municipality_Oblast" in MS Excel format.
