What is it?
“Steps for managers of affairs in LSG” – this is a comprehensive training programme for managers of affairs (secretary) of the executive committee of a local council. It aims to improve professional competence, develop practical skills necessary for the effective organisation of the work of managers of affairs, and form a new management culture in local self-government bodies based on transparency, accountability, teamwork, people-orientedness, and accessibility.
Everything a manager of affairs needs to know to confidently perform his\her duties and organise the work of the council and executive committee staff. Participants will learn about the key functions, areas of responsibility and managerial powers of managers of affairs, modern approaches to personnel management and the formation of organisational culture and teamwork; the role of the function in ensuring integrity, ethical behaviour and preventing conflicts of interest in local government.
Who can participate in the programme?
Manager of affairs (secretary) of the executive committee of the local council:
- Municipalities with populations of up to 50,000 residents
- Municipalities where military administrations of settlements have not been established
- Applicants who have not previously participated in the "Steps for Specialists. Human Resource Management‘ (2024, 2025), “Steps for Specialists. Service in Local Self-Government” (2025), Support Programme “Preparation for the Creation of Effective Personnel Management Services” (2024, 2025), training programmes organized by U-LEAD with Europe.
100 participants will be invited to the training through an open selection process.
What makes the training unique?
The uniqueness of the programme lies in its practicality and comprehensive approach. It takes into account the real challenges faced by a manager of affairs and offers modern tools and practical solutions to overcome them. It prepares for the implementation of the new Law No. 3077 “On Service in Local Self-Government Bodies” and raises awareness of the role of the head of service. It also helps to strengthen the managerial capacity of the manager of affairs for the effective organisation of the work of the executive committee and the development of local self-government bodies.
Duration – 5 weeks, starting on 13 November 2025.
