How to assess the needs of war veterans and their families? How to ensure systematic and effective work with war veterans and their families? How to establish/improve the effectiveness of cross-sectoral cooperation in working with war veterans and their families? How to communicate with war veterans and their families?
Answers to these and many other questions will be provided by the U-LEAD initiative “Steps for Specialists. Working with war veterans and their families in a municipality”!
What is it?
A comprehensive training programme aimed at improving the professional competencies of local self-government officials in using methods and tools to support war veterans and their families in a municipality as a key condition for the formation of effective local veteran policy that is sensitive to the needs of war veterans and their families capable of ensuring the dignified adaptation, social integration and full participation of veterans in municipality life
Benefits for the participants:
As part of the Training Programme, the Participants will:
- develop skills in implementing modern forms and methods of working with war veterans and their families in their professional activities;
- master the ability to develop comprehensive measures to support war veterans and their families in municipalities;
- develop communication skills with war veterans and their families;
- work through practical cases based on real work situations;
- learn about the experience of other municipalities that have successfully implemented initiatives to organise work with war veterans and their families;
- establish contacts and establish cooperation with colleagues from other oblasts of Ukraine
When?
Five weeks, starting on 4 November 2025. All events will be held online and are free of charge for participants.
Who can participate?
75 participants were selected, one representative from municipality with a population of up to 50,000 people, who are not located in temporarily occupied territory.
Officials from sectors/departments/divisions of social protection/veterans' policy of rural, settlement, and town councils who have the technical capabilities (microphone, camera) to join online events are invited to participate.
Based on the results of successful training, participants will receive certificates.

To participate in the selection, it is necessary to fill out the application attached and send it to the e-mail address: regops.u-lead@giz.de until 18:00 on 13 October 2025, in the subject line of the message, indicating “WORK WITH VETERANS_ Municipality Name_Oblast” in MS Excel format.
