Are you new to project management? Do you want to strengthen your knowledge and skills in project design and implementation, learn about modern approaches and methodologies for developing project proposals, and analyze common mistakes made during project preparation and execution?

Join the training programme “Steps for Specialists: Project Cycle Management” (the Training Programme) by U-LEAD with Europe!

What is it?

The Training Programme is aimed at building a solid understanding of the project cycle and the specifics of managing projects in the public sector. The Training Programme focuses on methods for project implementation, practical tools for project management, and the development of competencies necessary for the effective design and implementation of local and regional development projects.

Benefits for participants

As part of the Training Programme the Participants will:

Get acquainted with the regulatory and legal framework related to project planning and implementation, as well as with the principles of project management.
Learn tools for project management and idea generation.
Develop practical skills in working with project documentation.

When?

An intensive 5-week Training Programme will take place from 16 September to 16 October 2025.

Who can participate?

Local self-government officials responsible for project activities.
Individuals with up to 1 year of experience in project management.
Applicants representing municipalities with up-to-date Development Strategies and populations of up to 50,000 residents.
Applicants delegated by the head of the municipality to participate in the Training Programme (confirmed by a signed nomination/support letter from the head of the municipality).
Applicants who have not previously participated in earlier editions of the "Steps for Specialists: Project Cycle Management" training programme organized by U-LEAD with Europe.

75 participants will be selected (one representative per municipality).

A municipality may nominate several candidates, but only one most relevant participant will be selected.

How to apply?

To take part in the selection process, please fill in the attached application form (in MS Excel format), attach a nomination/support letter signed by the head of the municipality (in free form), and send both documents to: regops.u-lead@giz.de by 18:00 on 26 August 2025. The application is in MS Excel format and a letter signed by the head in PDF format.

Please indicate in the subject line: “Project Cycle Management_[Name of the Municipality]_Oblast”

Please note: Applications missing any of the two required documents will not be considered.

What is common between a well and laptops: participatory budgeting in Olhopil

Olhopil is a small and cosy municipality, which is, however, among the most remote ones in Vinnytsia Oblast. Its administrative capital is the village of Olhopil, located more than 160 kilometres from the regional capital city. Return of medium-term budget planning: municipalities’ financial managers received support from U-LEAD experts

More than 660 municipal officials learned about preparation for medium-term planning of local budgets for 2025–2027 and received guidance and advice from experts. They talked about the formation of the local budget forecasts and how to organise this process using the LOGICA Information and Analytical System.

Expert: Municipalities can allocate the free balance of the budget only to certain directions

Municipality in Odesa region was able to save a quarter of a million hryvnias through participation in the U-LEAD project

Having received guidance and advice, as well as practical knowledge under the Budget Stabilisation Plan project implemented by U-LEAD with Europe, the finance professionals of the Marazliivka municipality (Odesa region) were able to cut local budget spending by UAH 250,000.

Invitation for municipalities: new methods of conflict resolution and strengthening of cohesion

Participate in the project aimed at strengthening dialogue as an important tool of local self-government to take into account the needs of various groups of local residents, business representatives, public organisations, as well as internally displaced persons living in the municipality.

Vinnytsia oblast communities to pay national budget uah353 mln in reverse subsidies in 2022

Next year the communities that exist in the region will pay UAH353 million worth of reverse subsidies to the national budget. The base subsidies, however, will be twice as big, exceeding UAH539 million.
