The development of urban planning documentation is a key condition for the successful development of municipalities. In order to ensure that municipalities have a clear understanding of legal requirements and to help them master the step-by-step algorithm for the development of this documentation, the U-LEAD with Europe Programme organised a specialised event and involved experts to work with municipalities.
The event opened with a welcome speech by Hryhorii Starykov, Recovery and Development Adviser at the Regional Office of U-LEAD in the Sumy Oblast. He stressed the importance of urban planning documentation for municipalities, as these documents lay the foundations for the development and reconstruction of municipalities. Mr Starykov emphasised that the procedure involves close interaction between municipalities and experts in the field of urban planning, as well as with state bodies regulating this area.
A step-by-step algorithm for the development of urban planning documentation was presented as a highlight of the event. According to Tetiana Danyliv, Project Manager of the Department of Regional Activities of U-LEAD, this process includes several key stages, from the decision to start developing documentation to its approval by local self-government bodies. She offered an overview of the legal framework in this area and explained the types of urban planning documents that municipalities need at the local level. The participants were able to learn the requirements for general layouts, detailed layouts of territories, as well as with other types of documentation, which are necessary for comprehensive municipal development management.
What are the main stages of development of urban planning documentation?
Mr Starykov provided an explanation:
- Decision-making stage: the municipality must make a decision about the need to develop urban planning documentation. This decision must be approved at a meeting of the local council.
- Preparing the Terms of Reference: determination of specific requirements for the urban planning documentation to be developed.
- Engaging project developers: selection of a licensed contractor that will directly develop the documentation.
- Public hearings: holding discussions with the public to take into account people’s feedback and objections to future land use planning.
- Approval of the documentation: verification of the documentation by state bodies for compliance.
- Approval of the documentation: once all verifications are complete, urban planning documentation must be approved at a meeting of the local council.
- Implementation and oversight: the municipality starts implementing the development plans in accordance with the approved documentation.
The event specifically focused on issues that arise during the development of documentation, as well as problems related to the inconsistency of existing documents with modern requirements and challenges. Hryhorii Starykov emphasised that these challenges were the reason why U-LEAD conducted similar events for municipalities — to help them avoid mistakes and maximise the transparency of the process.
The adviser also spoke about the important aspects of urban planning documentation for municipalities:
- Rational territory planning: proper functional zoning allows for more efficient use of municipal resources and ensures balanced development of various types of territories (residential, industrial, recreational spaces).
- Ensuring sustainable development: the documentation must take into account environmental, social and economic factors, which helps to avoid infrastructure overload and ensure balanced growth.
- Legal protection: clear legal regulation of land use helps the municipality control real estate development, preventing conflicts between local authorities and developers.
- Attracting investment: clear plans make the municipality attractive to investors, which contributes to economic growth and new jobs.
The participants also discussed the importance of interaction with government bodies and the business community throughout the development and implementation of urban planning documentation. They also touched on the possibilities of attracting investments, since clear urban planning documentation significantly increases the attractiveness of the municipality for potential investors.
At the end of the event, municipal officials received answers to pressing questions on how to develop the documentation as well as recommendations for further steps. They now also have contact information of experts who will be able to provide advice in the process of preparation and implementation of urban planning documents.
