Khotynsk, Mamaivsk and Vashkivetsk municipalities of Chernivtsi oblast shared their experience of attracting extra-budgetary funds, cooperation with public and international organizations to provide high-quality social services. The U-LEAD with Europe Programme organized the visit to exchange experience for municipality leaders from Vinnytsia and Zhytomyr oblasts.

The war significantly increased the number of Ukrainian residents who needed certain social services. The Khotynska, Mamaivska, and Vashkivetska municipalities of the Chernivtsi oblast shared their experiences of attracting extra-budgetary funds and cooperating with public and international organizations to provide high-quality social services.

Murovani Kurylivtsi Settlement Council launches privatisation of municipal property with U-LEAD’s support

For the municipality of Murovani Kurylivtsi in Vinnytsia Oblast, 2025 was a turning point in the management of municipal property. Having never privatised property before, the municipality was able to go through the entire process from scratch — from registering property rights to a successful auction. The result was the first property sold and over UAH 300,000 in revenue for the local budget.

Development of social services: new formats of state support available to municipalities

Social services in municipalities are gaining particular importance today: the war has exacerbated people’s needs and posed new challenges to municipalities. Therefore, social development has been a priority for local self-government in Chernihiv Oblast. To support municipalities in their efforts and strengthen their capacity to respond to residents’ needs, the Regional Office of U-LEAD with Europe in Chernihiv Oblast, together with the Main Department of the National Social Service, held an info session.

Bucha social taxi: How a municipality created a barrier-free service that changes lives in a meaningful way

The municipality of Bucha was one of the first in Kyiv Oblast to face a sharp increase in demand for social services following the outset of the full-scale invasion. That is why the municipal authorities identified the creation of a barrier-free environment as one of their strategic priorities, and the decision to launch the Social Taxi was a natural extension of this policy.

Municipalities of Sumy Oblast study successful practices in Khmelnytskyi Oblast municipalities

On 22–24 October, the representatives of 15 Sumy Oblast municipalities visited Khmelnytskyi Oblast to learn about successful practices of implementing development projects, business support initiatives, cases of effective communication between the authorities and the public, and examples of cooperation with international projects. Three days of collaborative work were packed with meetings in municipalities that have been a source of inspiration, unity and faith in development even in the face of adversity.

Participatory budgeting: municipalities of Poltava Oblast shared their experiences with participants of the study visit

Public participation in deciding where to direct local budget funds is enshrined in the Law of Ukraine “On Local Self-Government”. One of the most efficient ways to exercise this right is through participatory budgeting. It allows every resident to influence the development of the municipality by proposing their own ideas, voting for them and seeing how projects are implemented in practice. This approach makes the authorities more open to the public and unites people around joint decisions.

Zhytomyr Oblast shared successful practices of strategic municipal development

Zhytomyr Oblast hosted the study visit “Monitoring the Municipal Development Strategy and Implementing the Action Plan” organised as part of the support programme “Updating the Municipal Development Strategy”. The visit was initiated by U-LEAD with Europe.

What is crisis management in healthcare institutions, how to plan finances and establish partnerships? These topics became the focus of the visit within the framework of the training programme "Steps for Specialists. Healthcare Management in a Municipality", which took place in Vinnytsia Oblast from 2 to 6 June.

Municipal property should work for the benefit of the municipality: municipalities of Ivano-Frankivsk Oblast showcased their best practices at a study visit

For a week, the most proactive participants of the U-LEAD training programme “Steps for Specialists. Municipal Property Management” studied practices of municipal property management in Ivano-Frankivsk Oblast. As part of the visit, municipal officials from 10 oblasts saw the approaches to managing municipal property in various areas from healthcare to culture and utilities.

Accessibility in practice: accessibility audit in 8 municipalities

The audit of the accessibility of communal buildings and public spaces became a continuation of the training of municipalities participating in the U-LEAD support program "Creating an institution for barrier-free access in a territorial municipality." During the expert's visits to the municipality, local government specialists learned to use the method of inspecting facilities for accessibility for groups of the population with reduced mobility.

Cherkasy is developing the social and humanitarian sphere despite the state of war

With the support of the U-LEAD Program, a delegation of representatives of the communities of Dnipropetrovsk and Zaporizhia oblasts visited Cherkasy oblast. The purpose of the visit is to study the experience of local communities in the development of the social and humanitarian sphere in the conditions of martial law.

During the experience exchange event “Tools for Attracting Additional Resources for Municipal Development” organised by the Regional Office of U-LEAD in the Poltava Oblast, the municipality of Pyriatyn shared how to implement projects and attract extra-budgetary funds for them.

The Rivne Oblast explored administrative service models

The Regional Office of U-LEAD in the Rivne Oblast, together with the Rivne Regional State Administration, held a dialogue event for the officials of village and settlement councils in order to improve the provision of administrative services in local municipalities to the greatest extent possible in the future.

Municipality of Koniatyn: when projects become a resource for development

The project approach is not a genie. If implemented systemically, however, it can do wonders. This is proven by the experience of the municipality in the Bukovyna region, where each local self-government official is also partly a project manager. The participants of the study visit observed the best practices of forming a network of lyceums in municipalities of various types and capabilities.

The Zhytomyr Oblast shared the experience of organising social services

The participants of the educational visit saw different approaches to the social and educational sectors in municipalities, learned how to engage volunteers in social projects and how to meet the social, healthcare, cultural and educational needs of each resident.

The Kirovohrad Oblast shared best practices for providing educational, medical, social and cultural services

U-LEAD with Europe organised a study visit for representatives of municipalities of the Mykolaiv and Kherson Oblasts, who learned about best wartime practices of providing educational, healthcare, social and cultural services in the Kirovohrad Oblast for three days.

Paid social services: Who should pay, what services are provided on a paid basis and how much do they cost?

Since 2020, the provision of social services has been transferred to the municipal level. Reasonably, the question of funds for payment of these services for certain categories of recipients arose. U-LEAD experts clarified the cases when social services may be provided on a paid basis and how their differentiated fees are calculated.

Generators provided by U-LEAD work at the Points of Invincibility in Dashiv

Back in the summer, the Dashiv municipality received 9 generators from U-LEAD as emergency support. Today, they are used in the Points of Invincibility.
