The participants included heads of municipalities, their deputies and officials of financial departments. They received practical advice and clarification on decision-making regarding local taxes that would account for the latest changes in tax legislation and wartime challenges.
“Our goal is to help municipalities make informed decisions on setting local taxes and fees under the current tax legislation and within the established deadlines. This will help municipalities secure revenues for local budgets while being mindful of today’s difficult conditions and foster a favourable environment for businesses,” said Maryna Honcharenko, the Head of the U-LEAD Regional Office in Kharkiv Oblast and the moderator of the event.
Nadiia Mieshcheriakova, the Deputy Head of the Department, Head of the Taxes and Fees for Legal Entities in the Mining Industries Sector of the Department of Taxation of Legal Entities of the Main Department of the State Tax Service in Kharkiv Oblast, outlined the key aspects of making local tax decisions in wartime. Her presentation centred around the step-by step procedure for setting rates and benefits for property tax (land tax, real estate tax and transport tax), the single tax, as well as the tourist tax and parking fee. She emphasised specific aspects of providing individual tax benefits for taxpayers in the territories most affected by shelling and active hostilities.
Nataliia Zhylina, Deputy Head of Monitoring of Accounting and Reporting Indicators of the Economic Analysis Department of the Main Department of the State Tax Service in Kharkiv Oblast, spoke about the possibilities of developing effective communication between municipalities and tax authorities, as well as digital tools for reporting to tax authorities.
The event also spotlighted tax debt management and approaches to interaction with payers who have tax debts. Special attention was paid to establishing communications between the State Tax Service and local self-government bodies in the process of communication as part of preparing the 2026–2028 Local Budget Forecast.
“This infosession is another step towards strengthening the dialogue between local self-government and state institutions, since this cooperation is exactly what enables municipalities to adapt to the wartime conditions and effectively manage local finances,” Maryna Honcharenko said, summarising the event.
