The participants discussed key issues:
- Government-business cooperation;
- Support for the business environment at the municipal, oblast and national levels;
- Cooperation with local and relocated businesses.
The delegation also explored the business infrastructure of Fastiv Urban municipality, including the industrial park and logistics terminal.
Oksana Havatiuk, the Deputy Head of Kyiv OMA, highlighted the opportunities for business support at the state and oblast levels, the oblast’s successes in entrepreneurship development, tools for small and medium-sized businesses and assistance to municipalities in fostering favourable conditions for investments.
Hryhorii Pererva, the Head of the Regional Office of U-LEAD in Kyiv Oblast, spoke about the Business Environment Assessment System developed by the Programme. This is a tool that helps municipalities analyse conditions for entrepreneurs, identify obstacles to development, set priorities and plan changes using real data.
"The U-LEAD training programme is aimed at assessing and improving the business climate in the municipality. It is already being successfully put into practice. And Boiarka municipality of Kyiv Oblast is among the first ten in Ukraine to assess the business environment under this programme and begin implementing changes," said Mr Pererva.
Hanna Salamatina, the Executive Committee Administrator of Boiarka City Council, addressed the specifics of implementing assessment in the municipality and explained how the team continues its work after completing training: developing entrepreneurship, evaluating work results and implementing advisory services and digital solutions for entrepreneurs.
Taras Didych, the Head of Dmytrivka municipality, spoke about the development of entrepreneurship in Dmytrivka after its deoccupation in 2022 and emphasised that the business community is the economic backbone of a municipality. Companies with foreign investments are proof that this is working.
Ivan Roznai, the Head of Byshiv municipality, cited examples of how the municipality attracts relocated businesses and facilitates the re-registration of entrepreneurs from other oblasts of Ukraine. He underlined the importance of ongoing communication with businesses, which allows for a prompt response to their requests.
Mykhailo Netiazhuk, the Head of Fastiv municipality, shared practical cases of cooperation with businesses and approaches to developing local infrastructure. He also spoke about effective methods of attracting large companies from Ukraine and abroad to the municipality.
Heads of the municipalities stressed that the positive dynamics in the growth of entrepreneurship were made possible by effective cooperation with Kyiv Oblast Military Administration, which allows for coordination of actions and the creation of a common space for business development.
In conclusion, the participants of the event agreed that stable partnerships between the government and businesses are the foundation of economic sustainability in municipalities. The U-LEAD with Europe approaches to assessing the business climate should help municipalities consistently track changes and choose the best solutions for further improving the business environment.
