Over the course of five days, officials learned how to effectively combine strategic and budgetary planning, prepare medium-term investment plans, apply a gender-based budgeting approach and correctly structure the development of investment projects.
Public investment management is a system that helps municipalities plan, finance and implement infrastructure and social projects in a way that aligns with long-term development goals and maximises benefits for residents.
Starting in 2025, legislation mandates municipalities to plan and monitor investment projects more clearly. With the new knowledge, municipalities in Poltava Oblast will be able to manage resources effectively and transparently, attract additional funds and implement projects that are valuable for the development and recovery of the territories.
“Today, municipalities face numerous challenges, as effective management of public investments requires adequate institutional capacity. This means setting up designated units or granting powers to certain officials. In addition, two advisory bodies need to be established: a local investment council and a public investment allocation commission. The first module provided participants with a systematic overview of how to build this process step by step,” says Maryna Honcharenko, a Coach and the Head of the Regional Office of U-LEAD with Europe in Kharkiv Oblast.
After completing the first module, the participants learned the following:
- combining the strategic goals of the municipality with specific programmes and projects;
- practical skills in the development and implementation of investment projects;
- designing medium-term public investment plans;
- applying a gender approach to budgeting and planning.
Yevhen Krahel, the Head of Department for Economics and Agro-Industrial Development of Pyriatyn City Council, told us about his experience of taking part in the training:
“The format proved to be very useful, as offline meetings involve not only lectures but also lively discussions. Many of the issues I came here with were resolved during the classes. We modelled situations we deal with at work, and this helped us understand how to proceed. For example, the procedures for proper project evaluations and identifying operational goals. We even managed to improve our existing investment plan after the training.”
Through these training modules, municipalities gain practical tools that enable them to transform strategic ideas into tangible development projects.
