An electronic employment record book, a disability certificate in your personal account, electronic data that affect your future pension. These are no longer future plans but the present-day reality for employers. To figure out how to properly manage the use of the e-services of the Pension Fund of Ukraine, the Regional Office of U-LEAD with Europe in Donetsk Oblast, together with the Main Directorate of the Pension Fund, held an online informational session.
The speakers included Nataliia Havriuk, the Deputy Head of Department for Information Systems and Electronic Registers of the Main Directorate of the Pension Fund of Ukraine in Donetsk Oblast, and Yuliia Nebylytsia, the Head of Department for Verification of Insurance Payments Calculation in Connection with Temporary Incapacity for Work.
The experts focused on the most common situations that municipalities experience when working with electronic employment record books and sick leaves. For instance, they discussed cases when employees keep employment record books, as well as the steps that municipalities need to undertake if records of previous employment have already been digitised by another employer. The participants of the event learned when new scanned copies of documents should be submitted, and when updating the place of work is enough.
A specific section was reserved for discussing the issue of electronic incapacity certificates. The speakers commented on access to these documents through the insured person’s account, as well as stressed that the entered data had to be checked for correctness in order to avoid typical technical errors such as incorrect qualified electronic signature, unclear scanned copies or missing individual pages of the employment record book.
The participants were able to study samples of completed forms, master the steps to take in the insured person’s account and inquire about specific work situations. In addition to the procedure, the session discussed the substantive liability of municipalities as employers for the data entered, since they affect the future pension rights of employees.
"Digital services are not only about new tools. They are also about responsibility. We see how vital it is today to provide municipalities with both knowledge and practical skills so that each entry in the system works to protect human rights. Moreover, this is a component of the institutional capacity of the municipality, and we must support this development firmly and meaningfully," said Viktoriia Trotsenko, the Head of the Regional Office of U-LEAD with Europe in Donetsk Oblast.
This infosession is a reminder that digital tools are a mechanism that ensures convenience, transparency and respect for human rights in the field of social protection rather than a mere formality.
